Second Temporary Foreign Worker Advocate Report Released

The AFL has released its second report on the working and living conditions of foreign workers in Alberta. The second report, called Entrenching Exploitation, updates and expands upon the first report, released in the fall of 2007.

In partcular, Entrenching Exploitation looks at what is happening to foreign workers during the recent economic downturn. It finds that, if anything, conditions for temporary foreign workers have worsened in recent months.

The Report concludes that Canada is quietly transforming the temporary foreign worker program into a full-blown permanent European-style Guest Worker Program. In Europe, Guest Worker Programs are harshly criticized for creating a permanent underclass of workers who never receive full citizenship rights.

The report offers 21 recommendations for fixing the disturbing problems in the program and for improving the conditions of foreign workers in our province.
